Economic Classes, including PNPs Winter 2018 1 UBC Certificate in Immigration: Laws, Policies and Procedures Economic Classes, including Provincial Nominee Programs Week 4 - Provincial Nominee Programs - Northwest Territories http://www.immigratenwt.ca/en/nwt-nominee-program Northwest Territories Nominee Program (NTNP) The Northwest Territories Nominee Program (NTNP) is an immigration program operated on behalf of the Government of the Northwest Territories with Citizenship and Immigration Canada (CIC) to fast-track the processing of an application for permanent residency. The NTNP helps strengthen the NWT economy by attracting qualified individuals to fill critical labour shortages and promote business development. The NTNP can assist employers in recruiting and retaining foreign workers and can help foreign workers and their families make the NWT their permanent home. Individuals nominated by the NWT are eligible to apply for permanent residency through CIC as part of the Provincial Nominee stream. The processing of a nominee's application for permanent residence through CIC is generally faster than other immigration classes. CIC makes final decisions on the applications. Applicants can be nominated for permanent residency under the Employer Driven Streams, which include: Critical Impact Worker Skilled Worker NWT Express Entry

Employer Driven: Critical Impact Worker Stream This stream is intended to assist employers with critical labour shortages that cannot be filled by local or Canadian residents. This category is designed to increase the labour pool for entry-level jobs described within the National Occupational Classification skill levels C and D. Foreign Nationals must have worked in the same position for 1 year and be in compliance with their temporary foreign worker permit. The employer must: Have a job vacancy; Identify a potential nominee; Be a registered business, industry association or a local, municipal, First Nation or the Government of the Northwest Territories that has been registered and operational for at least six months; Be in good standing and in compliance with the Workers' Safety and Compensation Commission (WSCC) and the Employment Standards Act; Provide proof of local and national recruitment efforts and submit a summary of results consistent with the Employer Driven Program Application Guidelines; or Obtain a positive Labour Market Impact Assessment (LMIA), or provide a copy of an open work permit; Provide an employment contract for a permanent full-time (minimum 30 hrs. /week) in an occupation that falls into National Occupation Code (NOC) skill levels C or D; The employment must not conflict with existing collective bargaining agreements; comply with the Employment Standards Act, and must offer a comparable industry rate of pay. The applicant must: Have worked in the position for a minimum of 1 year prior to applying to the Nominee Program; Have the required certification or accreditation for the specific trade or occupation; If applicable, meet territorial certification, licensing or registration requirements of the job (for non-regulated occupations, the employer is responsible for ensuring that the nominee meets occupational standards); Have the required work experience for the specific occupations advertised; Provide proof of sufficient financial or settlement income; Meet the language requirement criteria; and

Employer Driven: Skilled Worker Stream This stream is designed to attract qualified individuals that will assist with shortages of skilled workers in the Northwest Territories. This stream is for skilled occupations for which formal education and/or specialized training is required. These occupations are within the National Occupational Classification, Skill Levels 0, A, and B. In regards to the eligibility criteria, the employer is required to meet the same criteria as the one described in the Critical Impact Worker Stream above. In regards to the applicant, he/she must meet the following eligibility criteria: Have the required certification or accreditation for the specific trade or occupation; If applicable, meet territorial certification, licensing or registration requirements of the job (for non-regulated occupations, the employer is responsible for ensuring that the nominee meets occupational standards); Have the required work experience for the specific occupations advertised; Provide proof of sufficient financial or settlement income; and Not be a refugee claimant. 3. Employer Driven: NWT Express Entry Stream The Northwest Territories' Express Entry stream is for foreign nationals who have been accepted into the Citizenship and Immigration Canada/ Immigration, Refugees and Citizenship Canada's Express Entry Pool. Once accepted into the Express Entry Pool, Citizenship and Immigration Canada will issue a foreign national: An Express Entry Profile Number; and Job Seeker Validation Code. Only candidates who have been accepted into the Express Entry Pool and have been issued an Express Entry Profile Number and a Job Seeker Validation Code are eligible for this stream. In addition, the applicant must have a high-skilled job or job offer from a NL employer based on the NOC classification system.
