I am writing to you on behalf of the returning Overseas Filipino Workers (OFWs) residing in our beloved General Santos City. As a concerned citizen and an ex-OFW myself, I would like to propose initiatives aimed at creating opportunities for our hardworking OFWs who are now back in our city. Introduction: Our city has been a breeding ground for talented individuals who have ventured abroad to contribute to the development of our nation and support their families. However, many OFWs face challenges upon their return, including unemployment and difficulties in reintegrating into the local job market. It is imperative that we recognize the valuable skills and experiences our OFWs possess and provide them with opportunities to utilize their talents within our own city.
Objective: The primary objective of this proposal is to establish a supportive framework that empowers returning OFWs by creating opportunities for them to thrive in our local community. By implementing targeted initiatives and collaborating with relevant stakeholders, we can foster their successful reintegration into our local workforce. Proposal Details: Job Placement and Skills Matching: a. Establish a dedicated OFW Reintegration Center in collaboration with the Department of Labor and Employment (DOLE) and the Public Employment Service Office (PESO). This center will serve as a one-stop hub providing job placement assistance, skills matching, and career counseling services tailored to the needs of returning OFWs. b. Partner with local businesses and industries to identify job vacancies and skill requirements, ensuring that returning OFWs are informed about available opportunities that align with their expertise. c. Facilitate networking events and job fairs exclusively for returning OFWs, enabling them to connect with potential employers and showcase their skills. Skills Enhancement and Training Programs: a. Collaborate with the Technical Education and Skills Development Authority (TESDA) to offer specialized training programs tailored to the needs of returning OFWs. These programs should focus on upgrading their skills and providing certifications recognized by local industries. b. Establish partnerships with local training institutions, vocational schools, and community colleges to provide accessible and affordable skills development programs for returning OFWs. c. Provide financial assistance or scholarships to support returning OFWs in accessing these skills enhancement programs, ensuring that cost is not a barrier to their retraining and reskilling. Entrepreneurship and Small Business Support: a. Develop an Entrepreneurship Support Program that offers business training, mentorship, and access to capital for returning OFWs who aspire to start their own businesses. b. Establish a Small Business Incubation Center where returning OFWs can receive guidance, mentorship, and resources to help them launch and sustain their entrepreneurial ventures.
c. Collaborate with local banks and financial institutions to provide favorable loan terms and financing options exclusively for returning OFWs who are starting or expanding their businesses. Recognition and Support: a. Organize an annual OFW Recognition Day to celebrate the achievements and contributions of our returning OFWs. This event will serve as a platform to honor their dedication and success while inspiring others in our community. b. Create a dedicated support hotline or helpline where returning OFWs can seek assistance, guidance, and information regarding their rights, entitlements, and available services in the city. Funding: Securing funding for the proposed initiatives can be pursued through various channels, such as government grants, public-private partnerships, corporate sponsorships, and collaborations with national agencies focused on OFW welfare. Conclusion: By embracing this proposal, we can demonstrate our commitment to the welfare and successful reintegration of our returning OFWs. The implementation of these initiatives will not only alleviate unemployment among them but also foster economic growth and development within our city.
